editing feature not available on surface rt app

when opening the app new photos aren't shown unless i go back and forth. im in my auto backup album on start and it should refersh there without wasting my time with going back and forth

Picasa asked for Gmail authentication and $2.99, and I did both. Then it opened albums unrelated to me, of poor pictures. There is nothing to indicate how to navigate or do anything with the photos. No menu, nothing. Just these unwanted albums of someone else's photos. What is this?
